Abstract

This article proposes innovative approach with regard to development of an e-passport for government (public) employees of the Republic of Kazakhstan with individual career planning being underlain. The author offers to build up a data base of government bodies for each government (public) employee guided by a criterion applied to a government employee in conditions of new Kazakhstan model based on meritocracy-based personnel selection and advancement system: professionalism, achievements, and observance of ethical norms. The author points up an opportunity to use information technologies for business career planning starting from the moment of taking civil service. That will allow to achieve personnel stability, employees’ motivation to get new profession and develop professional skills. The above-mentioned system with aggregate and intelligent search will be a basis for making managerial decisions with regard to professional development of a certain government employee’s and government apparatus’ quality assessment on the whole.
