Artificial Intelligence use Policy
of the Journal “Public Administration and Civil Service”

 

The journal allows the use of generative artificial intelligence (AI) solely as a supporting tool in the preparation of manuscripts (for example, for text editing, translation, and structuring). The use of AI cannot replace the author’s scientific contribution, and AI systems cannot be listed as authors or co-authors of a publication.

  • Authors must disclose the use of AI in the cover letter and in the manuscript itself in a separate section placed before the reference list, indicating the name of the tool and the purpose of its use. The overall originality level of the manuscript must be at least 80%.
  • It is prohibited to use AI for generating empirical data, producing scientific conclusions, writing the manuscript in full or a substantial part of it, creating fictitious sources, automatically selecting references without verification by the author, or bypassing the requirements for text originality.
  • It is prohibited to upload unpublished manuscripts, peer reviews, personal data, or other confidential materials related to the editorial process into AI systems. This requirement applies to authors, editors, and reviewers. Reviewers are not allowed to use AI tools when conducting the peer review of manuscripts.

If a reviewer, during the peer review process, reports signs of the author’s use of generative artificial intelligence, this information must be considered by the editorial board. The reviewer’s comment will be taken into account in the editorial decision-making process and may serve as grounds for requesting clarification from the author or for conducting an additional verification of the manuscript.

The editorial board reserves the right to request clarification from authors regarding the use of AI and to conduct selective checks. Undeclared use of AI or violation of these Rules is considered a breach of publication ethics and constitutes grounds for rejection of the manuscript.
