Public Administration and Civil Service provides immediate open access to all published content. Users are not required to register or pay in order to read, download, or use the journal’s materials.

Authors publishing in Public Administration and Civil Service retain the copyright to their works.

All articles published in Public Administration and Civil Service are distributed under the terms of the Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0) license. This license permits use, downloading, distribution, linking to, and reproduction of the content in any medium, provided that the original work is properly cited and is not used for commercial purposes.

The journal archive is available starting from 2013.
The publisher of the journal is the Academy of Public Administration under the President of the Republic of Kazakhstan.
Licensing and copyright information is indicated on the  page of each article.

Public Administration and Civil Service does not charge any article processing fees (APCs) or publication fees.

Authors are encouraged to post the final published version of the article on their personal academic profiles, personal websites, and/or in institutional repositories immediately after publication.
