Information For Authors

General Requirements for the Procedure of Article Review, Approval, and Rejection

  1. Only original articles that have not been previously published elsewhere and have been approved by all co-authors (if any) are accepted for publication in the Journal.
  2. The Journal accepts articles corresponding to its thematic focus, prepared in Kazakh, Russian, or English, and formatted in accordance with the Journal’s submission requirements.
  3. All manuscripts submitted to the editorial office undergo mandatory double-blind peer review.
  4. The manuscript must be submitted to the Editorial Board in electronic format (.doc, .docx, .rtf) only through the Journal’s website (Open Journal System) no later than three months before the release of the next issue. The corresponding author uploads the article independently, indicating full name, country, city, place of work, position, academic degree, and title. In the case of co-authorship, the main author is listed first, and the corresponding author is marked with an asterisk (*).
  5. An author or co-author may publish no more than one article per year in the Journal.
  6. Manuscripts that do not meet the Journal’s requirements are not registered or accepted for further consideration. The authors will be notified accordingly.
  7. The corresponding author must provide a cover letter confirming the originality of the manuscript, stating that it has not been published elsewhere (in print, electronic, or other open-access sources), and undertaking not to submit it to any other journal in the future.
  8. Communication between the editorial office, the corresponding author, and reviewers is conducted via the Open Journal System electronic platform, or in specific cases, by email.
  9. The process of reviewing manuscripts, organizing peer review, and making publication/rejection decisions is completed within three months from the date of submission via the Journal’s website.
  10. Each manuscript is initially checked for compliance with the Journal’s formal requirements (see Author Guidelines) and for plagiarism.

Grounds for Rejection

The following may serve as grounds for a reasoned refusal to publish:

  • The manuscript does not correspond to the thematic focus or requirements of the Journal;
  • A negative peer review;
  • Detection of plagiarism or other forms of academic misconduct;
  • Violation of copyright and related legislation by the author(s);
  • Refusal to revise the manuscript according to reviewer comments; and other similar reasons.

The Journal does not publish:

  • Materials previously published in other journals;
  • Articles that do not contain new information compared to earlier publications, contain factual or historical errors that cannot be corrected, or contradict established scientific facts;
  • Literary or journalistic works of any nature, including those on scientific topics;
  • Materials containing offensive, defamatory, or knowingly false statements about individuals or organizations.

 

Requirements for Article Formatting

  1. Articles accepted for review must present results of original research, written in academic style, consistent with the Journal’s scientific fields, and integrated within the context of contemporary domestic and international studies.
  2. Scientific articles and reviews submitted to the Journal must not have been published or submitted for publication elsewhere.
  3. Articles must meet the following criteria:
    • Relevance and alignment with the Journal’s scientific priorities (importance, applicability of ideas, methods, and technologies discussed);
    • Scientific novelty (originality of ideas and approaches to the research problem);
    • Structure and coherence (logical flow and consistency);
    • Significance of results (clarity of findings, theoretical and practical importance, conclusions, and implications);
    • Academic writing quality (clarity, conformity to scholarly style and linguistic norms);
    • Formatting quality (compliance with editorial requirements, proper terminology, use of keywords, abstracts in three languages-Kazakh, Russian, English-and a complete reference list);
    • Compliance with the legislation of the Republic of Kazakhstan, including intellectual property protection.
  4. The article must include:
    • A general statement of the research problem and its connection with significant scientific or practical tasks;
    • An analysis of recent research and publications relevant to the problem, identifying unresolved aspects addressed in the article;
    • A clear statement of the objectives and research tasks;
    • Presentation of the main research material with full justification of obtained results;
    • Conclusions and prospects for further research in the given field.
  5. Articles must follow a clear structure, logic, and conceptual unity.  The following sections are required:
    Abstract. Keywords. Introduction. Literature Review. Materials and Methods. Results. Discussion. Conclusions. Acknowledgements (if any). References APA Style.

Article Structure

UDC and GRNTI Codes
The manuscript must include the UDC (Universal Decimal Classification) index and GRNTI (State Rubricator of Scientific and Technical Information) code, aligned to the left above the title.

  1. UDC code: https://teacode.com/online/udc/ - left alignment.
  2. GRNTI code: https://grnti.ru/ - left alignment.

Title
The title should be concise yet informative, without abbreviations. It must be presented in Kazakh, Russian, and English (bold, 16 pt font), separated from author information by one blank line.

Author Information and Affiliations
Author details are provided in a separate file titled “author_xxxxxxxx,” where “xxxxxxxx” corresponds to the first eight letters of the author’s surname (in Latin transliteration).
Before submission, ensure that the manuscript itself does not contain identifying information. Violation of anonymity may delay or prevent review. Articles with author data embedded in the main text may be returned for revision.
Personal data should include, in the following order: first name, patronymic, surname, academic degree and title, position, institution (official English translation), address, country, e-mail, ORCID, Scopus ID, Researcher ID (if available), and contact phone numbers.
Author information must be presented in three languages (Kazakh, English, and Russian), in italics, with names in bold (e.g., Askar OMAROV). Details of co-authors are separated by semicolons.

Abstract
An abstract (100–250 words) must follow the title in all three languages, beginning with the language of the article. It should mirror the structure of the paper-problem rationale, methods, results, and discussion-and must not contain undefined abbreviations.

Keywords
Provide 5–7 keywords or short phrases useful for search and indexing.

Introduction
Describe the general topic, objectives, theoretical and practical relevance, and outline key theories, concepts, and debates in public administration, economics, international relations, or public policy. Identify key works and unresolved issues.

Literature Review

Materials and Methods
Describe methods used to obtain results, including data collection, processing, and analysis techniques.

Results
Present and interpret experimental or theoretical findings obtained during the research.

Discussion and Conclusions
Summarize findings, compare them with previous studies, and identify directions for further research and practical recommendations.

References
For articles in Kazakh or Russian, the section must be titled «ӘДЕБИЕТТЕР ТІЗІМІ» / «СПИСОК ЛИТЕРАТУРЫ», and for English-language articles - “REFERENCES.”
The reference list must be in alphabetical order and numbered consecutively. In-text citations should be enclosed in parentheses, e.g. (1, p. 277). Footnote-style citations are not permitted.
The reference list should not exceed 25 sources, of which 5–7 must be recent (within the past 3–5 years), including those indexed in Scopus and Web of Science. Lack of a reference list is grounds for rejection.

  1. The article length (excluding title, author information, abstract, keywords, and references) must be between 4,000 and 7,000 words (including spaces and footnotes) and submitted electronically in *.doc, *.docx, or *.rtf format, following these parameters:
    • Font: Arial, 11 pt (main text), 10 pt (figures and tables), single spacing;
    • Margins: left 2.5 cm, right 2.5 cm, top and bottom 2 cm;
    • Table notes should appear below tables; footnotes (asterisks) appear at the bottom of the relevant page;
    • Page footnotes for references are not permitted.
  2. Illustrations must have a resolution of at least 300 dpi. All figures, diagrams, and tables must be embedded within the text file. Use Arial font for all labels and textual elements. Illustrations using other fonts will not be accepted.
  3. Tables must appear within the text and include both a number and title (e.g., Table 3. Title of the Table). Scanned objects are not accepted. Each table must be referenced and explained in the text.
  4. Authors are responsible for ensuring the accuracy of all data, figures, and content provided.
  5. The text must comply with stylistic, spelling, and syntactic norms of the chosen language (Kazakh, Russian, or English). Poor language quality may be grounds for rejection.
  6. Authors must verify the correct order of authorship. No changes in authorship are allowed after acceptance for publication.
  7. To ensure quality and copyright compliance, all submissions undergo plagiarism detection, and only manuscripts with at least 80% originality are accepted.
  8. The Journal’s owner and Editorial Board are not responsible for the accuracy of data presented by authors.
  9. By submitting the manuscript, the author(s) assume full responsibility for the originality of the work, accuracy of data, citations, and proper use of names, geographical locations, and terminology, and authorize the Journal to publish it.
  10. The author guarantees that the manuscript is free from plagiarism and that all borrowed text, tables, diagrams, and illustrations are properly referenced.
  11. The author guarantees ownership of exclusive rights to the submitted material. In the event of a rights dispute, the author bears full responsibility for resolving claims at their own expense. The Journal and its Editorial Board are not liable to third parties.
  12. Submission of materials for publication constitutes acceptance of these requirements.
  13. When reprinting materials, citation of the Journal is mandatory.
  14. Failure to comply with any of the above formal requirements may result in rejection at the registration stage.
  15. The decision to publish rests with the Editorial Board. Editorial corrections or reductions may be made without the author’s prior approval.
