Prof. Joanna Paliszkiewicz is a full professor at the Warsaw University of Life Sciences (SGGW, Poland) and Director of the Institute of Management. She is an internationally recognized expert in knowledge management, trust management, and digital transformation.

She has authored and co-authored more than 200 scientific publications and several books, and actively participates in international research projects and academic collaborations.

Prof. Paliszkiewicz is a member of editorial boards of leading international journals and holds key positions in scientific organizations, contributing to the advancement of research in management and information systems.

Special Issue No. 2 (96): Digital Transformation and Artificial Intelligence in Public Administration.

Dear Colleagues,

The academic journal Public Administration and Civil Service (PACS) invites researchers, faculty members, doctoral candidates, practitioners, and experts to submit scholarly articles for Issue No. 2 (96), dedicated to the theme of digital transformation of public administration and artificial intelligence.

The topic of the issue was determined following deliberations of the Editorial Board and in accordance with the Presidential Decree declaring the Year of Digitalization and Artificial Intelligence. This special issue aims to provide a comprehensive scholarly reflection on the role of digital technologies and artificial intelligence in transforming public administration systems, as well as to analyze their impact on governance practices, institutional development, and the quality of public services.

Main Thematic Areas

Submissions, including those prepared in international co-authorship, are invited in the fields of public administration and civil service, economics, and international relations, including but not limited to the following topics:

  • digital transformation of public administration;
  • e-government and platform-based solutions;
  • application of artificial intelligence technologies in government agencies;
  • legal and regulatory frameworks for digital technologies and AI;
  • ethical, social, and legal aspects of AI use in the public sector;
  • cybersecurity and data protection in public administration systems;
  • digital competencies of civil servants;
  • international and comparative experiences in the development of digital government.

Submission Requirements

The journal accepts original, previously unpublished scholarly articles in Kazakh, Russian, or English.

All manuscripts undergo a double-blind peer review process and mandatory originality screening.

Authors must strictly follow the journal’s submission and formatting guidelines available at:

Key requirements include:

  • indication of UDC and IRSTI classification codes;
  • title, abstract, and keywords provided in three languages (Kazakh, Russian, English);
  • author information submitted in a separate file (to ensure anonymous peer review);
  • clearly structured manuscript (introduction, methods, results, discussion, conclusions);
  • properly formatted reference list with transliteration;
  • maximum length: up to 7,000 words;
  • minimum originality level: 80%.

Manuscripts must be submitted exclusively through the journal’s electronic submission system during the submission period.
