Special Issue No. 2 (96): Digitalization of Public Administration and Artificial Intelligence

The academic journal Public Administration and Civil Service (PACS) invites researchers, academics, doctoral students, practitioners, and experts to submit scholarly articles for the second issue No. 2 (96), dedicated to the topic of digitalization of public administration and artificial intelligence.

The theme of the issue was determined following discussions of the Editorial Board and in accordance with the Decree of the Head of State declaring the Year of Digitalization and Artificial Intelligence. This special issue aims to reflect on the role of digital technologies and artificial intelligence in the transformation of public administration systems, as well as to analyze their impact on governance practices, institutional development, and the quality of public services.

 

Key Thematic Areas

Articles with international co-authorship are invited for consideration in the fields of public administration and civil service, economics, and international relations, including but not limited to the following thematic areas:

digital transformation of public administration;

e-government and platform-based governance solutions;

application of artificial intelligence technologies in the activities of public authorities;

legal and regulatory frameworks for digital technologies and artificial intelligence;

ethical, social, and legal aspects of the use of artificial intelligence in the public sector;

cybersecurity and data protection in public administration systems;

digital competencies of civil servants;

international and comparative experience in the development of the digital state.

Submission period: March 1 – April 30, 2026

Publication date: June 30, 2026

Requirements for Submissions

The journal accepts original, previously unpublished research articles in Kazakh, Russian, or English.

All manuscripts undergo a double-blind peer review process and mandatory plagiarism/originality checks.

Authors are required to strictly comply with the submission and formatting guidelines of the PACS journal, published on the official journal website. Key requirements include:

indication of UDC and GRNTI (CICSTI) codes;

article title, abstracts, and keywords in three languages (Kazakh, Russian, and English);

submission of author information in a separate file (to ensure anonymous review);

a clearly structured manuscript (introduction, methods, results, discussion, conclusions);

properly formatted references with transliteration where required;

article length - up to 7,000 words (including spaces);

minimum text originality level — not less than 80%.

Submission Procedure

Manuscripts must be submitted exclusively through the journal’s electronic submission system during the submission period.

When submitting, authors must indicate that the manuscript is intended for the special issue:
“Digitalization of Public Administration and Artificial Intelligence” (No. 2 (96)).
