Abstract

Civil parish is the lowest tier of local government in England. In the medieval period, parish was a church institution of administration rural community and until the 19th century had develop in that form. Parish has became civil institute of administration of small population places (village and small districts in the city) after the modernization reforms in the 19th century. In this article will review the civil parishes development since 19th century, reforms made since that periodand current position.
