This article is dedicated to the problems of higher education institution management such as innovative, project and strategic management, modernization of higher educational systems and change management. Development of innovative activity of higher education institutions is one of the strategic lines in renewal of national higher education. Innovative development of higher education requires application of new management approaches frequently defined as innovative and project management. In the world some experience of change management has already been gained in the leading educational structures that are credible and recognized in the global academic community. Based on that experience, the authors of the article formulated a number of common approaches to transformation of educational systems and placing them under the regime of innovative development Innovation is regarded not only as an attempt make a substantial, well targeted change in the culture and activity of an educational institution but also as successful application of managerial ideas and processes to solve the existing problems and create new opportunities. In this case, innovations require managers to have expert knowledge, creative thinking, inventiveness and commitment. Under conditions of innovative development of higher educational institutions the professionals possessing expert knowledge, able to analyze and forecast development strategy of a higher educational institution, to assist in its effective implementation for improvement of quality and competitiveness of provided educational services, are in high demand like never before. The research is focused on a manager as a key figure of the problem field of higher educational institution’s educational space . Therefore, according to the authors, to solve the problems of the national higher education it is necessary to have a new model of post-graduate training of managerial human resources– education managers of higher education institutions as the major mechanism of intellectual potential development of the higher education system.
