Conceptual framework of cooperation between governmental agencies and citizens

This article provides a conceptual framework for the concept of «interaction of the state apparatus with the population» and substantiates the need for a systematic approach to the interaction of the state with the population. The research is based on the analysis of organizational and conceptual problems in the interaction of the state and society, the study of semantic interpretations in this direction. The analysis of the measures taken to build a constructive public dialogue with the population in the form of reporting meetings in front of the population, personal receptions of citizens, regular posting of information on official Internet platforms of the state body indicates a formal attitude on the part of the state body and indicates the need for qualitative changes in issues of interaction between the state and society. Taking into account the analysis and definition of the conceptual framework, the authors propose a number of recommendations to ensure the strategic potential of the interaction of the state apparatus with the population.
