Abstract

Decentralization involves the transfer of the state power bodies of certain functions, powers and responsibilities of the regional and local levels. Thus there is an expansion of the powers of subordinate authorities at the expense of higher and helps to optimize the functions of government, their efficient allocation between all levels of government.
