INTERNATIONAL PERSPECTIVES ON REGULATING CONFLICTS OF INTEREST IN PUBLIC SERVICE: A STRATEGIC REVIEW OF BEST PRACTICES

Conflicts of interest in public service remain among the most complex and pressing issues that impact the effectiveness of governance and public trust in authorities. This study is dedicated to an in-depth examination of the experiences of OECD countries such as Austria, Belgium, Slovakia, the United Kingdom, Italy, the Czech Republic, Australia, and the USA in preventing such conflicts. The primary goal of this research is to identify effective mechanisms for preventing conflicts of interest, which include restrictions on additional employment, the system of declarations, the implementation of anti-corruption measures, and the training of public servants.
The study underscores the importance of a comprehensive approach that combines regulatory requirements with value-oriented principles to create a flexible and effective system for managing conflicts of interest. The scientific significance of this work lies in its systematic review of existing international practices and its proposal for adapting these practices to the conditions of specific countries, especially considering the legal and cultural environments.
The practical significance of this work is that the findings can be used to develop national strategies aimed at improving anti-corruption policies and enhancing transparency in public governance. This research contributes significantly to the development of public administration theory and practice, offering fresh ideas and solutions for combating corruption.
As a result, this research presents an original perspective on the issue of conflicts of interest, emphasizing the need for continuous training of public servants, strict monitoring, and the adaptation of the best international practices to national conditions.
