New Approaches to Regulating the Activities of Commodity Exchanges in Kazakhstan

Abstract

The article discusses the issues of regulating the activities of commodity exchanges in Kazakhstan, which play an important role in the development of the economy. The relevance is due to the fact that the development of commodity exchanges ensures the efficient movement of goods. However, currently there are a number of problems such as insufficient transparency in decision-making and operation, imperfect legislation, low liquidity in the markets, weak investor protection, technological backwardness, etc.

The article examines the foreign experience of regulating commodity exchanges, as well as analyzes the main indicators of commodity exchanges, on the basis of which measures have been developed to improve their activities in Kazakhstan.

When writing an article, the following research methods were used to provide high-quality data: literary review, statistical data analysis, documentary and comparative analyses.

The article provides recommendations for improving Qualification requirements, namely the development of a separate business plan; providing information on shareholders and information about senior employees with relevant documents, including specifying the staffing table of trades and organizational structure; confirming the availability of necessary software and hardware; providing financial statements and an audit opinion; developing internal rules to organize a risk management system; establish internal rules for working with a clearing company.

The proposed recommendations will help to establish stricter requirements for issuing licenses, as well as address issues of imperfect regulation of commodity exchanges.
