Currently, there is no dispute to the proposition that mental health is an important indicator of social orientation of the state, reflecting the extent of its responsibility to its citizens. According to the European Action Plan on Mental Health (1), mental health and mental well-being are fundamental to quality of life, enabling people to experience life as meaningful and to be creative and active members of society.
