Prospects for normative regulation of public relations in the Republic of Kazakhstan

The article raises the question of the ratio of the content and limits of regulation of legislative and by-laws.
The relevance of this issue is due to the fact that in recent years there has been a tendency to regulate public relations mainly at the by-law level, in connection with which the law ceases to fulfill its regulatory function, contains many reference norms and is declarative, framework in nature. Based on the analysis of foreign and Kazakhstani experience in normative regulation of public relations, the author proposes criteria for distinguishing between levels of normative regulation that may be of interest to both developers of draft regulatory legal acts and bodies conducting legal expertise on them.
