In the article the author described how a training program for civil servants with a competence approach based as innovative technology. New model of civil services which is realized in Kazakhstan tells us need to study selection, education and motivation processes as well as effectiveness of civil servants that’s why improvement of education process play important role for civil servants nowadays.
In the given article author described how program of education for civil servants is made using competitive approach as innovation technology.
