Abstract

The article is devoted to the study of the human factor, which is present in the prediction of management decisions and that is particularly pronounced in the conditions of unskilled personnel at the local government level. In an analysis of each phase of the forecast, the author identifies the basic mistakes that can accompany habits, logic thinking, leadership style, emotional state, and others. The study built on interdisciplinary relations disciplines such as public administration, political science, sociology, psychology, management, etc. The practical part of the research carried out on the basis of the executive committee of the Nizhyn city council unfeminine Chernigov region of Ukraine. The findings can be applied both in theoretical disciplines, and directly into practice in local government.
