Abstract

The presented article is based on an analysis of the current state of Kazakhstan’s public service and a study of the world’s best practices in this area. The article identifies key approaches and principles in improving the public service of the country, defines a number of systemic problems in strengthening the human capital of civil servants, gives assessment to the common competency framework, which is being introduced in Kazakhstan’s public service. The authors propose a number of specific measures, based on best international practice, to enhance the training of civil servants, to introduce the principles of strategic HR management and strengthen the institution of the senior administrative civil service, as well as to apply the innovative approaches in increasing the effectiveness of civil servants.
