Abstract

The article discusses the importance of developing new approaches in the context of modernization of public administration in Kazakhstan. The study of the ecosystem, digital and human-centered approach in public service, which is used in many countries, is becoming increasingly in demand in the modern system of public administration. The article analyzes modern key concepts of human resource management in the civil service, which are characterized by a focus on innovation, engagement and staff development. The experience of such countries as Estonia, Singapore, Great Britain, Finland, Canada, New Zealand, etc. is also considered, which may be useful in developing new approaches to the formation and development of the civil service of Kazakhstan in modern realities and requirements.
