The article discusses the risks of the development of local self-government in the Republic of Kazakhstan. The author analyzes the existing system of local self-government, identifies risks that may interfere with its effective functioning. The risks that may arise in the course of local self-government are ranked by conducting a sociological survey among experts. The risks are divided into groups according to political and administrative, socio-economic and public participation issues. The possible consequences of risks and measures to reduce their impact are also presented. The results and conclusions can be useful to experts, researchers and government agencies involved in the development of local self-government.
