Бұл феноменологиялық зерттеу қоғаммен байланыс жөніндегі мамандардың (PIO) кәсіби қызметіндегі ішкі және сыртқы қиындықтарын талдауға бағытталды. Қазақстанның посткеңестік мұрасы мен ерекше мәдени ерекшеліктері жергілікті мемлекеттік органдардың коммуникация практикасына елеулі ықпал етеді. Осы қиындықтарды түсіну — ішкі және сыртқы коммуникацияны жетілдіруге және акиматтардың мүдделі тараптар алдындағы құндылығын арттыруға мүмкіндік береді. Зерттеу барысында Алматы облысындағы акиматтардың қоғаммен байланыс жөніндегі 17 маманымен тереңдетілген сұхбаттар жүргізілді. Сұхбаттар қатысушылардың қалауына қарай бетпе-бет немесе Zoom платформасы арқылы, орыс немесе қазақ тілінде өткізілді. Нәтижесінде анықталған негізгі ішкі қиындықтарға мыналар жатады: (1) PIO қызметінің құқықтары мен міндеттерінің нақты белгіленбеуі; (2) бөлімшелер арасындағы ақпарат алмасудың баяулығы; (3) қатаң иерархиялық құрылымдар; (4) шешім қабылдаудағы жауапкершіліктен қорқу. Қосымша ішкі кедергілер — жұмыс жағдайының нашарлығы, білікті кадрлардың жетіспеушілігі және ескірген техникалық жабдықтар.
