Strengthen the Law on the diplomatic service of the Republic of Kazakhstan, taking into account domestic and foreign experience

Abstract

This scientific article is devoted to the improvement of the norms and provisions of the Kazakh law "Оn diplomatic service" in the light of the legal experience of the functioning of similar legislative acts of foreign states. A special role in this comparative legal analysis is assigned to the US laws "On foreign service" of 1980 and "On diplomatic security" of 1986. This Kazakh law is also studied in the light of the experience of the functioning of the legislation on the diplomatic service of Great Britain, France, Japan. Suggested in the article changes and additions are reduced to the necessity of the inclusion of senior officials of the state in the supreme diplomatic personnel, replacement of all diplomatic posts and only on a competitive basis, incorporating the literal-digital system as a means for the evaluation of the activities of diplomats, implementation of the rules on security of diplomats, their families, and the security of buildings of diplomatic representative offices of Kazakhstan abroad, and also to the feasibility of implementing the system "bachelor – master – doctor PhD" to ensure a career for diplomat.
