Abstract

The crisis of representative democracy, which is criticizing by citizenry, has become one of the systemic problems of modern states. In this vein, it is assuming that deliberative democracy based on the participation of citizens can be a constructive response to socio-political dissatisfaction of citizens. The article discusses the critical and positive aspects of the concept of deliberative democracy. It is also suggested, that expanding citizen participation of citizens in decision-making process in Kazakhstan can become an effective resource for political stability and give a new impetus to the development of a balanced civil society based on trust.
