World experience of institutionalization of information and communication technologies in public administration economics of emergent type

Information and communication technologies today affect the development of civilization and the competitiveness of some economies because governments attach great importance to their development and an indicator of the success of this work is considered the position of their countries in various international rankings.
Analyzed the development of informational technologies in public administration in the international level on the basis of the most reputable international assessments of UN, WEF to identify the best practices, leaders of e-government. Characterized countries with economies of emergent type, highlighted top position: the Baltic States, Kazakhstan and Russia.
There is obvious the digital disparity in the world. The current backlog of some countries with emergent type of economic systems of the world leaders demonstrates the need for effective action in institutional support from the state to development of ICT. Hence the urgent need for the application of innovation in public administration, development of “electronic government” technology in the period of globalization of national economies to achieve equality at the international level. Thus, public policy development, decision-making in the field of state regulation of the economy should be based on a thorough study of best practices of leaders in e-government implementation and institutionalization of ICT for sustainable development.
