Abstract

The article is dedicated to the analysis of practice of prognostication implementation in decision- making procedure of self-government authorities in the conditions of unskilled staff and limited financial resources. In the researching process of using such methods as a method of key questions, an expert method, a minidelphi method, an author compares the theoretical aspects of methods methodology to their direct realization surrounding. The study results are based on interdisciplinary relations of such disciplines as public administration, political science, sociology, psychology, management, etc. The practical part of the research carried outon the basis of the executive committee of the Nizhyn city council, Chernigovregion of Ukraine. The findings can be applied both in theoretical disciplines, and directly into practice in state and local governments.
