Abstract

The article offers critical analysis on implementation of ethics institutions in civil service of Kazakhstan. The analysis applies the concept of "ethics infrastructure" suggested by the OECD to the country members. It is based on the results of focus groups and interviews with ethics commissioners conductedduring spring 2017 and review of Kazakhstan's experience in promoting ethics in civil service.
