Personnel potential of public service bodies of the Russian Federation

The article deals with the dynamics of the personnel state of the state administration apparatus in the Russian Federation. The dynamics of indicators by levels and branches of power is analyzed, personnel processes are characterized in the conditions of reduction of the management apparatus. The article focuses attention on the importance of the potential of the personnel service in the context of administrative reforms and civil service reforms. The data on the regions of the North-West of Russia are disclosed. The author reveals the importance of the educational dynamics of personnel processes in the civil service, the need to offer various educational trajectories of civil servants, both at the level of regional management and at the level of local government. The estimation of the importance of additional professional training of civil service personnel and local self-government bodies is given.
