Talent Management in Public Administration of the Republic of Kazakhstan: Challenges and Prospects

The article considers the importance of competence development in civil servants in the context of modernization of public administration in Kazakhstan. Attracting talented specialists, including young people, as a means of achieving strategic goals and increasing the effectiveness of government programs is becoming increasingly in demand in the modern system of public administration. The article analyzes the main statistical data on the composition of public service in the context of levels, regions, education, etc. The analysis of the personnel and talent management system in the current model of public service of the Republic of Kazakhstan is given. Challenges and prospects of talent management development in civil servants are considered and ways of its improvement are proposed.
