Reforming system of local governance in the region

Abstract

The paper describes an approach to the management of temporal factors in endogenous and exogenous influences on the dynamics of the system of local government in the region, based on the notion of «objective - a meaningful time», which is defined as the number of completed cycles per unit of physical time.
