Akim elections – qualitative system changes of local administration

Abstract

Improvement of local public administration system and activization of administrative reform happened through akims’ elections in Kazakhstan. This idea is proved in the article. Specifics of the indirect elections of the rural districts’ akims, which have passed in the current year, was shown.
It is proved that elections promote strengthening of public control and influence of citizens on administrative decisions, as well as improvement of the local elective legislation.
