Opportunities for improvement of public systems of civil defense and civil protection in the context of globalization

The article explores the issue of possibilities and ways of development of public systems of civil defense and securing of civil protection under conditions of globalization, studies its negative influence on formation and activity of relevant public systems. Based on experience of functioning of the unified public system of civil protection of Ukraine the concrete propositions on improvement of institutional basis of functioning of public systems of securing of civil protection and its analogs are formulated with the aim to minimize influence on them of the globalization factors. The article substantiates the conclusion that new geopolitical and geo- economic realities raise new increased requirements to activity of the specified public systems, to the forms and methods of their work, which causes the need for fundamental theoretical and methodological researches on these issues.
