Abstract

The article describes features of strategical changes in local governments. Levels of strategical changes are defined according to their importance to local governments. Strategical changes as well as their need are determined on political, functional levels and level of development of organizational potential. Evaluation of strategical changes in local governments is done on level of their activities.
