Abstract

The article describes the basic concepts of public consent as a fundamental constitutional principle, the imperative of state ethnic policy. National idea “Mәngіlіk El” put forward by the First President of Kazakhstan N. A. Nazarbayev in his Address to the people of Kazakhstan, served as the basis for the formation of a new unifying state ideology, aimed at the modernization of all spheres of life of kazakhstan society.
