The comparative scientific analysis of the international experience of the advanced methods and procedures of competitive selection in civil service is considered in the article, which reveals essential distinctions in procedures of personnel selection in the countries, with “career” system of the organization of civil service and “positional” (official) with the emphasis on member countries of OECD. The submitted analysis of mechanisms and assessment procedures of civil servants in several countries when forming a personnel reserve allows to suggest on existence of some general approaches to the problems solution of an assessment and selection which are also logical for considering in designing an unified system in the system of domestic civil service
