Abstract

Building a state apparatus that is adequate to the needs and expectations of society, educating civil servants in the spirit of intolerance for corruption, seeking to increase their professional level is a primary task.
Studying international experience shows that in no country in the world an absolutely perfect state management structure has been built, and reforming the civil service system is a permanent process.
