Development of housing policy in the context of sustainable economic growth in Kazakhstan

The development of housing and communal services is one of the important components in the field of energy conservation and energy efficiency worldwide, which is also relevant for the civil engineering sector and economic development in Kazakhstan. To determine the impact of energy service companies (ESCO) on energy conservation and energy efficiency, a qualitative research method was used, a content analysis of the regulatory framework, a content analysis of world experience, comparative and empirical analyses were carried out. The results of the study showed that the development potential of energy service companies is very important for the development of the country's economy, where today there is international experience and experience in the implementation of pilot energy service projects of housing and communal services in Kazakhstan.
It is proposed to introduce mechanisms for the implementation of energy service companies' projects into the provisions of current legislation, i.e. to develop specific requirements for existing, newly commissioned buildings, and for social facilities. To strengthen control over compliance with the requirements of established standards for energy consumption, the creation of favorable conditions for investors to open a credit line in the implementation of energy service projects for energy conservation and energy efficiency.
The authorized bodies should consider the possibility of opening a program to include in public procurement the implementation of energy saving and energy efficiency measures through energy service contracts, where the public sector will be able to pay for the services of these companies.
