THE IMPACT OF MODERNIZATION OF PUBLIC CONSCIOUSNESS ON THE FORMATION OF CRITERIA FOR EVALUATING THE EFFECTIVENESS OF CIVIL SERVANTS: CHALLENGES AND PROSPECTS

Modern society faces many contradictions and is characterized by complex bifurcations occurring both at the level of individual and public consciousness under the influence of many factors. The purpose of this article is to establish the features of the influence of modernization of public consciousness on the formation of the assessment of the effectiveness of civil servants in modern Kazakhstan. The study addresses three main issues: how the concept and content of public consciousness changed in the period of the XIX-XXI centuries and what is the modernization of public consciousness in Kazakhstan, what factors determine it; what trends, challenges and prospects for the modernization of public consciousness are observed in modern Kazakhstani society; what is the influence of modernization of public consciousness on the formation of criteria for assessing the effectiveness of civil servants in the Republic of Kazakhstan. In the study of these issues, a multi-aspect scientific worldview based on the principles of historicism and systematicity was used, as well as general scientific methods of cognition: analysis and synthesis, modeling, generalization, analytical and logical methods of cognition. It has been established that in modern Kazakhstan there are well-formed trends that, on the one hand, reflect the challenges and prospects for the state and society in the new reality, and on the other hand, provide a sufficient basis for research in the field of the influence of modernization of public consciousness on the assessment of the activities of civil servants.
