Public Administration Reforms and Principles of Public Policy. Foreign Experience in Implementing Reforms Using the Example of the Western Balkans Countries

The article analyzes the tasks of carrying out public administration reforms in accordance with the strategic directions of political development the Western Balkan countries. The article interprets and reveals assessments of the course, process, and results of political reforms in public administration and civil service on the example of the Balkan countries. The article gives an assessment of the common basic principles of political reforms for the Balkan countries striving for integration into a single European community. The article highlights the different significance of the assessments of experts on the reform processes and the existence of problems in the implementation of public administration reforms in the goal-setting of reforming the administrative and political systems of the country. Carrying out a systematic and comparative comparative analysis of the policies of the countries of the Western Balkans (Serbia, Albania, Kosovo) made it possible to identify and evaluate the main indicators of the development and maintenance of European integration policies, to identify and evaluate the level of trust in national political authorities. The use of a synthesis of methodological methods of assessment and analysis made it possible to identify key directions for the implementation of public administration policies and civil service reforms in the context of choosing the European vector of integration.
