Abstract

The article discusses the practical aspects of the reform of the civil service of Kazakhstan at the regional level. It gives examples of the formation of public service institutions and analyzes the implementation of the first institutional reform based on the activities of the authorized body for civil service and local executive bodies. The analysis from the practice of the personnel management services (personnel service) in the regions for the selection and promotion of personnel. Noting some successful steps to implement gradual reforms of the civil service, the authors put forward for discussion the problems of civil service in the regions, which need to be addressed with the participation of regional and central bodies and the expert community.
