Abstract

The article was prepared in the context of the program “Kazakhstan-Russian border: historical context and new geopolitical reality” within the framework of the contest of the MESRK for program-targeted funding for scientific, scientific-technical programs in 2021-2023. It is expected that the results of the program will also be based on the outcome of this article. A report on the program after its completion in 2023 will be sent to the Ministry of Education and Science of the Republic of Kazakhstan. Publication of the results of the program will be at the discretion of the specified state body. This article defines and characterizes the concept of "borderland", features of the formation and presentation of demographic policy in Kazakhstan and Russia at the regional level , the current situation and characteristic features of the development of demographic processes in the two countries. Besides of that, the research contains analysis of the situation and trends of population change in Kazakhstan’s seven-border territories with Russia, including the reasons for such changes. In addition, the article is sharing the data of a sociological survey among the population of the Kazakh border on definition of migration processes, moods, the presence of family ties with Russia and the regularity of their contacts, the possibility of moving to the Russian Federation, support for Nur-Sultan's policy towards Moscow and assessments of Kazakh-Russian relations, as well as the state of ethnic relations and violations of the rights of citizens on ethnic grounds in the regions.
