The Housing Policy of the Republic of Kazakhstan: Measures Taken and Remaining Challenges of Housing Affordability

The Republic of Kazakhstan pays great attention to the provision of housing for its citizens. At the same time, the housing issue remains acute in the republic. The purpose of this article is to evaluate government measures to expand access to housing for the population. Based on the content analysis of state housing programs in Kazakhstan, the experience of developing the country's housing policy is systematized. The functionality of the institutions involved in the implementation of the state housing policy has been identified and described. Using the housing program for youth as an example, it is proved that the income level of the population is a deterrent to the success of these measures.
