Legal and organizational support for the Ukraine civil service

The aim of the article is to analyze and summarize the experience of public service modernization in Ukraine. The author proposes to consider the dialectic of reform, emphasizing that in Ukraine they are held unsystematically and irregularly in the absence of a uniform framework concept. The permanent lack of consolidation of power, chronic struggle between its branches and contradictions between the center and the regions continue to exist, which negatively affects the state of public service by politicizing and destabilizing it. The main normative legal acts regulating development of civil service, the public service management system, the system of personnel training and other are described. The main problems of modern public service in Ukraine and estimated ways of their decision are disclosed. The need to use the experience of post-communist countries is indicated
