Abstract

Recent events of greater social significance for Kazakhstan have shown the need to continue the transition to new approaches in the system of state planning and management based on object-oriented planning. One of those new approaches is the object-oriented planning. It targets the concepts of ‘classes and objects’ and their ‘properties and methods’ rather than the traditional concepts of ‘procedures and functions’ that have long been utilized in public planning. The public sector will have to adjust to this new approach more than the private sector will, in this regard, the paper conducted comparative analyses of the planning systems of Kazakhstan and Russia. The results of the analyses revealed that Kazakhstan has embarked on testing the new approach in practice. The paper recommended that the new approach will enable greater flexibility for the government not only in its developing public programs but also in having those programs consulted at multiple levels and eventually implemented them.
