The role of international organizations in promoting modern models of public administration in Kazakhstan

The article provides an overview of models of public administration and service, noting the logic of transition from the classical bureaucracy model to the new public administration model and then to the public service model, as well as the concepts of good governance and open government underlying the latter transformations. Conceptual reflection on emerging models of public administration allows international organizations, such as the UN, the OECD, and the World Bank, to systematize best practices of public administration and offer them as methodological assistance to developing countries. The experience of implementing at the international level the key achievements of national governments both in the direction of borrowing and dissemination of best practices is demonstrated in the article on the example of Kazakhstan.
