About the Journal

Public Administration and Civil Service is a periodical scientific journal of the owner of the State Enterprise "Academy of Public Administration under the President of the Republic of Kazakhstan" (hereinafter - the Academy).

Editorial Policy

The aim of the Journal is to highlight the experience in the public administration and public service of the Republic of Kazakhstan and other countries, to promote the quality of training of civil servants, as well as the development of research and information exchange. 
The Journal reflects the results of scientific research, experimental developments of domestic scientists and employees of state bodies, as well as foreign experts.

The Journal as a part of the Kazakhstan scientific and information system participates in solving the following tasks:
- promotion of scientific support for the activities of public administration bodies and institutions;
- reflection and dissemination of the results of research activities;
- the formation of an open scientific debate that contributes to improving the quality of scientific research;
- promoting the rapid publication of the results of scientific research by young scientists, doctoral students, and undergraduates.

Topics (headings) of the Journal include the following main areas:
- Public administration and civil service;
- Economics;
- International relations.

The journal "Public Administration and Civil Service" is included in the List of scientific publications recommended for publication of the main results of dissertations in international relations, public administration, and economics (Order of the Committee for Control in the Sphere of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan No.22 dated January 28, 2022; Order No.177 dated February 5, 2024).

The journal is indexed in the Kazakhstan citation database of JSC "NCSTE".

Since January 1, 2023, the journal has been indexed in EBSCO (Political Science Complete).

Language of the journal: Kazakh, English, Russian.

The frequency of the journal is once a quarter, i.e. 4 (four) times a year (March, June, October, and December).

All manuscripts submitted for publication are subject to a double-blind review. Reviewing procedure

Publication in the journal is free of charge for all authors. The journal doesn't have any Article processing and submission charges.

The journal has state registration: Certificate of Registration No.KZ21VPY00034765 dated April 20, 2021, issued by the Ministry of Information and Public Development of the Republic of Kazakhstan; the date and number of the initial registration of the journal No. 2848-Ж dated April 25, 2002.

The journal is also registered with the Information Committee of the Ministry of Information and Public Development of the Republic of Kazakhstan as an "online publication". Registration certificate No. KZ81VPY00066471 dated March 16, 2023.

«Public Administration and Civil Service» is an open-access journal. All articles are made freely available to readers immediately upon publication.
