The author presented an analytical overview of the history and development of parliamentary representation of the Assembly of People of Kazakhstan – unique institute of harmonization of interethnic relations in the Republic of Kazakhstan. In 2007, the Assembly has become a constitutional body with the right to elect members of the lower house of Parliament – the Majilis. This fact became a turning point in the modern history of the country, marks a new stage of political modernization, which creates great opportunities for the development of democratic institutions and a new democratic culture in Kazakhstan society.
