Abstract

The purpose of this article is to identify the main trends in the change in the qualitative composition of deputies of the collective supreme representative and legislative body of Kazakhstan in 1938-2023. Due to the fact that this historical era covers a large chronological period, it was proposed to divide it into two stages. The first is the Soviet period - the activity of the Supreme Council of the Kazakh SSR, the second period is the period of activity of the Parliament of independent Kazakhstan.

The conducted analysis of the party, socio-professional, ethnic, educational, gender and age composition of the Supreme Council deputies showed the dynamics of change and revealed connections and examples of the influence of the CPSU policy on the full implementation of their powers as a representative branch of government. The Soviet period of development of Kazakhstani statehood was characterized by the absence of parliamentarism, both formal and actual. An analysis of the qualitative composition of the highest representative and legislative body of the collective Parliament of independent Kazakhstan showed a dynamic trend in the processes of democratization of society, alternative and competitive elections, taking into account the pluralism of opinions over a short period of development of the Republic of Kazakhstan.

In conclusion, the article draws conclusions about the role and importance of the representative and legislative branches of government in the sustainable development of the Republic of Kazakhstan in modern conditions.
