Abstract

The article examines the formation of a strategic partnership between the Republic of Kazakhstan and the Gulf states in the context of China's Belt and Road Initiative. The relevance of the topic is due to the growing interdependence of Central Asia and the Gulf Cooperation Council countries in the fields of transport, energy and investment. The study is based on an interdisciplinary approach combining methods of political analysis and international relations. Official documents, reports from international financial institutions, and statistical data for 2013–2025 were used as the empirical basis. The results show that Kazakhstan is becoming a key transit hub in Eurasia, while the Gulf states are becoming a source of capital and technology. The main areas of cooperation have been identified, including the development of port and railway infrastructure, the implementation of renewable energy projects, the creation of Islamic financial institutions, and humanitarian and cultural exchanges. Particular attention is paid to the integration of national strategies and the creation of new formats for interaction, such as the summits of Central Asia and the Gulf Cooperation Council countries, and initiatives to establish a Business Council and an Investment Fund for Central Asia and the Gulf. The challenges to the sustainability of the partnership are discussed, including dependence on external capital, geopolitical competition and infrastructure constraints. The conclusion is that institutionalisation and diversification of cooperation can transform Kazakhstan and the Gulf countries into a model of interregional integration that contributes to the formation of a new architecture for the Eurasian space.

Omar Abu Shawer Ahmad, Abai Kazakh National Pedagogical University

correspondent authorAbu-Shawer Omar Ahmad has a master’s degree in international relations
from Abai Kazakh National University, from which he graduated in 2018. He is
currently a doctoral student in international relations at this university. He also has
a bachelor’s and master’s degree in foreign languages. In 2003-2004, he worked as
a teacher at Kiev State Linguistic University and completed a two-year internship in the specialty
“Socio-economic Relations” at the same university. Abu-Shawer has engaged in scientific activities
and has published articles in the field of international relations. He speaks several languages:
Arabic, English, Ukrainian and Russian. Abu-Shawer is a hardworking, purposeful, persistent and
inquisitive person and this helps him achieve success in scientific and research work. 

 

Twaissi Twaissi, United Arab Emirates University

Dr Saad Twaissi is a professor of Arabian archaeology and history. He has a
PhD from University of Bradford\UK, 2005. During 2005-2016, he served at the
Department of Archaeology in Petra College for Tourism and Archaeology in AlHussein Bin Talal University (AHU)\Jordan. Dr Twaissi acted as the Dean of Petra
College for Tourism and Archaeology during 2010-2014, and as Holder of the UNESCO Chair for
Tourism and Sustainable development, AHU, Jordan (2011-2016). Since 2016 he has been lecturing
in the Department of Tourism and Heritage in United Arab Emirates University.

Aimen Kurmangali

Aimen Kuanyshbaikyzy Kurmangali is a Doctor of Political Sciences and an Associate Professor in the Department of International Relations at Kazakh National Pedagogical University in the Republic of Kazakhstan.

With is over 30 years of teaching experience in higher education, she has authored  more than 180 scholarly works, including monographs, conference presentations, and articles, some of which are indexed in the Scopus database.Hear research, interests encompass foreign policy, democratisation, and ethnological processes.

Eimad Eldin Abusham, Sohar University

Dr Eimad Eldin Abdu Ali Abusham is an Associate Professor of Computer Science
with extensive expertise in Artificial Intelligence, Cybersecurity, and Biometric
Systems. With a strong academic and research background, Dr Abusham has taught
and supervised undergraduate and postgraduate students across institutions in
Oman, Malaysia, and Sudan. He has published in reputable journals and has led several high-impact
research projects focused on AI-driven solutions for national development, including legal tech,
biometric authentication, and sustainable smart systems. In addition to his research contributions,
Dr Abusham plays an active role in academic programme co-ordination, curriculum development,
and international collaborations, positioning him as a key figure in advancing applied AI and digital
transformation in the region.
