Public Administration and Civil Service is a peer-reviewed open-access journal published four times a year. The Journal provides an advanced forum on all aspects of public administration and civil service. We aim to encourage researchers, employees of state bodies, and foreign experts to publish their original research to promote the quality of training of civil servants and create a forum for information exchange.
Manuscripts are double-blind peer-reviewed. The publication is free of charge for all authors. Accepted articles are made freely available to readers on the Journal’s website. The journal is included in the List of scientific publications recommended for publication of the main results of dissertations in public administration, international relations, and economics. The Journal publishes articles in English, Kazakh, and Russian. 

Scope
The journal covers public administration and civil service, international relations, and economics.

No. 4 (95), 2025

The final issue of the journal for 2025 is devoted to pressing issues of public administration, economics, and international relations in the context of global transformations. The studies presented address problems of institutional trust, the effectiveness of the civil service, communication of public authorities, as well as the introduction of digital and intelligent technologies into the public administration system.

Considerable attention is paid to economic aspects of development, including structural transformations, digitalization of public administration, financing of public–private partnership projects, social mobility, and sustainable resource management. The authors analyze both the national experience of the Republic of Kazakhstan and best international practices.

The section devoted to international relations covers issues of strategic partnership, energy diplomacy, the formation of national identity in the context of globalization, the development of transport and logistics potential, cybersecurity, and climate law. The publications reflect contemporary regional and global trends and are of interest to researchers, practitioners, and all those studying issues of state and societal development.
