IMPLEMENTATION OF PUBLIC POLICY FOR DIGITALIZATION OF HIGHER EDUCATION: THE EXAMPLE OF AMERICAN UNIVERSITIES

The constant development of digital technologies necessitates studying best practices for their implementation to develop effective digitalization strategies for higher education, particularly in Kazakhstan. This article analyzes digitalization trends in leading American universities—University of Minnesota, UCLA, Columbia University, and Arizona State University—to identify applicable strategies for Kazakhstan. Authors used the methods of thematic analysis to identify key topics and trends related to the digitalization of the higher education system. Based on the dialectic of knowledge method, the processes of digitalization of education were studied. A systems approach made it possible to consider current digital initiatives and educational technologies in leading American universities in order to determine the most suitable of them for the digitalization of the education system in Kazakhstan. The authors conclude that the digital transformation models successfully implemented in leading American universities open up opportunities for significantly improving the quality and accessibility of Kazakhstani higher education. Strategic investment is required to establish a centralized digital infrastructure supporting online learning and innovative educational technologies. A specialized center should be created to develop recommendations for using emerging technologies, including generative AI, and ensure professional development for educators. Establishing a national digital education center is also recommended to drive research and innovation in educational technology. The key outcome should be the development of university and state-level digitalization strategies, addressing digital inequality by ensuring access to necessary devices and the internet, particularly in regions with disparities.
