Abstract

An implementation and improvement of mechanisms for the formation of the human resource for the civil service of Mongolia is one of the current problems of state personnel policies. The article discusses current issues on the formation of the human resource of the Civil service of Mongolia on the basis of meritocracy principle. A context of meritocracy frameworks all activities of human resource management such as a formation of personnel reserves, a recruitment, an appointment, further training and development, a promotion, a salary and an efficiency bonus are based on the skills and abilities of the individual. 26 years have passed since the moment when the Law on the Civil Service of Mongolia was adopted and implemented. During this period, the law was amended several times in order to improve the legal regulation of the activities of civil servants, and in 2017, a new Law on Civil Service entered into force and began to operate in 2019. Based on the results of research on relevant studies, the report concludes that, despite the implementation of measures to improve the legal environment of civil service, the application of the law is inadequate and there are violations related to the selection and appointment to the civil service. If it becomes possible to implement a meritocracy system in the civil service, the work of the public service, professionalism, qualifications, stability and the effectiveness of the activities of civil servants will be higher.
