Abstract

Development of the system of local government is one of the necessary conditions: economic prosperity, social well-being and development of civil society. Therefore most of the developed countries are seeking to improve local government.
At the current stage of development of the state, this problem arose, and to Kazakhstan.
However, this process is constrained by lack of legislation and the lack of a holistic model LSG-tested to the conditions of Kazakhstan. Currently, the Presidential Decree approved the Concept of Development of Local Self-Government in Kazakhstan.
In the proposed readers article attempts of its structural analysis, comparison of its objectives set out in the international experience, particularly the experience of Poland, as well as the measures of the financial autonomy of the lower level of authority and autonomy.
